PRESERVATION & TAX INCENTIVES

Ms. Ellis is principal and sole proprietor of Ray & Ellis Consulting (formerly Ray & Associates), a solely women owned historic preservation consulting firm, formed in 1991 and specializing in historic tax incentive programs. Ray & Ellis offers services in tax incentive consulting, including research, photographic documentation, nominations for the National Register and surveys of historic districts and areas. Success of initial preservation/renovation projects with leading area developers led to expansion into both public and privately funded projects throughout Georgia and beyond including Alabama, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, and Tennessee. Ms. Ellis has been on the staff of Ray & Ellis Consultants for twenty years. She is an experienced project manager for multi-million dollar rehabilitation projects resulting in local and federal tax incentives. Ms. Ellis is highly versed in preparing all state and federal applications for listing a building on the National Register. She conducts extensive research to highlight the history and identify character-defining elements of a building. She assures renovation and rehabilitation is successfully achieved without jeopardizing the integrity of a building or the tax credits for a developer.

 

Ms. Ellis has been highly successful in negotiation and liaison between developers and reviewers from the State Historic Preservation Division and the National Park Service to guarantee substantial tax credits.

 

 

Mr. LaBrie is a graduate of the Savannah College of Art and Design Historic Preservation program (Class of 2001) with a strong background from over 13 years experience in Historic Preservation Planning on the east coast. His extensive work in both the public (city and county), private and Agency (National Park Service and State Historic Preservation Office) sectors has included work at such sites as Caneel Bay Resort, St. John, U.S. Virgin Islands; Jimmy Carter National Historic Site, Plains, Georgia; McLeod Plantation, Charleston, South Carolina; The Carnegie Building, Atlanta, Georgia; and Waynesboro High School in Waynesboro, Georgia. He is known as a great communicator and negotiator between client, State Historic Preservation Office and National Park Service reviewers.

 

Mr. LaBrie is a qualified Architectural Historian per the National Park Service standards, published in the Code of Federal Regulations, 36 CFR Part 61. He is also 1.06b Prequalified with the Georgia Department of Transportation.

 

 

Bamby Ray died on July 28, 2012 at her home in Atlanta. Bamby was a great friend to preservation in Georgia for more than 20 years.  As an independent historic preservation consultant, her consistent high quality work, enthusiasm, and dedication to every project never wavered. She authored scores of National Register nominations for historic districts and individual properties throughout the state, as well as researched special projects and historic context statements for HPD. Her specialty was applications for tax incentives projects.  Bamby Ray portrayed a unique skill in guiding applicants through the review process. She was a friend to many of HPD’s staff and others in the preservation community.  Her professionalism and good humor will be greatly missed.
