Ponce City Market, Atlanta, Georgia
The Ponce City Market, is a great example of a historic commercial building that has been adaptively re-used to create a multi-use development utilizing both State of Georgia, and Federal rehabilitation tax incentives. At 1.1 million square feet this multi-use project is the largest adaptive reuse project in Atlanta and the entire southeast. At its completion in the fall of 2014 it will house retail, dining, class-A loft office spaces, and upscale loft apartments. It also features outdoor plazas for dining, movie screening, and concerts with ample indoor / outdoor parking. It connects directly to the Atlanta Beltway by a bridge, offering indoor bicycle parking, bicycle valets, a bicycle repair shop, as well as shower and locker facilities.
Ray & Ellis Consulting has been involved in this project since conception. Initially we prepared a National Register Nomination, a prerequisite for the tax incentive program. Next we prepared all required paperwork for the tax incentive programs on State, and Federal levels. Before and during the project we consulted with the owner and architects to assure the Secretary of the Interior’s Standard for Rehabilitation were followed so that the tax incentives could be captured. We also facilitated interaction between the owner, the State, and National Park Service reviewers through correspondence, meetings, and site visits. The current projection for just the federal historic tax credit is $50 million.
CARTERSVILLE DOWNTOWN
COMMERCIAL DISTRICT
Cartersville, Georgia
The Cartersville Downtown Commercial Historic District, is a good example of a National Register of Historic Places nomination that was done in conjunction with a rehabilitation tax incentives project undertaken by Ray & Ellis Consulting. This nomination was accepted by the Georgia National Register Review Board in February of 2014. It included a context study, adaption of boundaries, photographic documentation, as well as all required forms for the State of Georgia Historic Preservation Division and the National Park Service.
The Cartersville Downtown Historic District includes 133 properties of which 123 are buildings. The Cartersville Downtown Historic District is the core commercial area and central business district of Cartersville, Georgia. Cartersville is the county seat of Bartow County, located in northwest Georgia, approximately 45 miles from downtown Atlanta. The district boundary includes both commercial and community landmark buildings as well as a public downtown square. The railroad tracks run north-south through downtown and the public square. A modern bridge, constructed in 1982, spans over the railroad tracks at the north side of the public square. The central commercial core consists primarily of one- and two-story, attached, brick, storefront buildings. The district is surrounded by historic and modern commercial and residential development.
Ray & Ellis Consulting primarily provides historic preservation tax incentive consulting involving the adaptive re-use of historic buildings to meet today's residential and commercial needs. In conjunction with these services we often also provide other historic preservation services, such as National Register of Historic Places nominations, Historic Structures Reports, and Mitigation / HABS Documentation.
